Management and Administration of the Village Hall and Pavilion

About the committee

The village hall is a registered charity and the Village Hall Management Committee (VHMC) is trustee of the charity. Every member of the committee is a local volunteer and shares a legal reponsibility towards the management and administration of the property, it's monies and assets.

The committee also manage the bookings (and some of the administration) for the new pavilion on behalf of the Parish Council, who retain ownership of the building itself.

The committee meets on a quaterly basis in the village hall, generally on the second Tuesday in January, April, July and October, from 8-9pm. We do our best to keep these to an hour, the first half of which is open to the puplic (when anyone can raise and discuss issues with the committee).

User Responsibilities

In short, we ask all users to apply common sense and take every reasonable precaution to avoid accidents, injuries or damage, and to be considerate of others at all times.

Health & Safety
All users share responsibility for maintaining a healthy and safe environment. Event organisors must ensure that they are familiar with our health and safety policy (link below) and that every reasonable precuation is taken before and during the event. Regular user groups are encouraged to undertake their own H&S risk assessment.

Alcohol
Event organisors are permitted to serve alcohol on the premises up until midnight 7-days a week, but if ANY money is going to be exchanged for alcoholic beverages during the event then you MUST obtain a temporary alcohol license first from Stroud District Council. This process takes about 3 working days and costs £21. Instructions are available at this link: Temporary Event Notice

General
Event organisors are given a copy of our 'Notes for Users' information sheet (link below) when they make a booking, which includes instructions on use of lighting and heating, disposal of rubbish, cleaning and finishing.

Much of the information contained in this section is included here for legal and administrative purposes and does not reflect the type of work performed by the VHMC on a day-to-day basis. A great deal of information and support is available through ACRE, which is a national organisation dedicated to developing and improving rural communities.

Governance
The committee operates under a 'Governing Document' which is currently an old 'constitution' and is very out of date. The VHMC are therefore in the process of drawing up a new governing document to reflect changes in the law, trustees and in the committee itself. Once ratified by the committee it will be registered with the charities commission.
The new governing document will be published on this page and will dictate how often the committee meets, how members are elected and how we run the charity.

Health & Safety (H&S)
The Village Hall Management Committee must provide a healthy and safe environment for all hall users. Responsibilities extend to the following:

  • Perform a comprehensive H&S risk assessment
  • Perform a fire risk assessmenthello
  • Devise H&S policies for hall users
  • Ensure hall users are familiar with H&S policy
  • Report any 'work related' incidents to the HSE as required
  • Review and update H&S risk assessment and policy annually

    The following documents have been compiled by the Management
    Committee, to meet the legal obligations of running the village hall



    Health & Safety Risk Assessment:

    The Village Hall Management Committee operate a Health & Safety Policy which seeks to provide a healthy and safe environment for all hall users. All statutory requirements for public health and safety are reviewed and implemented in accord with Local Government recommendations. Regular Risk Assessments, which address the normal use of the hall, are carried out and wherever practical potential hazards are reduced and if possible eliminated.

    User Groups must play a key role in maintaining this healthy and safe environment by operating in a way that does not lower our H&S standards. The policy statements below seek to support User Groups in maintaining this standard and the User nominated responsible person is required to sign an acknowledgement of their responsibility to this policy - as part of their hall booking contract. They or their representative is then responsible for the health & safety of the group during their use of the hall facility.

    The checklist is also published on the notice boards inside the village hall and is updated regularly.

    Fire Risk Assessment:

    The Regulatory Reform (Fire Safety) Order 2005 took effect from 1 October 2006. It reforms previous fire safety laws and covers general fire precautions and other safety duties in non-domestic property. The Order requires:

  • The appointment of a “responsible person, which is: Jon Stride (Chairperson)”
  • A safety “risk assessment” and requires fire precautions to be put in place where necessary and where it is reasonable and practicable to do so.


  • In a nutshell the main emphasis of the new order is on reducing the risk of fire and preventing fire. The committee (and reguler user groups) are required to carry out a fire risk assessment and then take the necessary steps to reduce or remove the risk so that it is as low as possible.
